Gói thầu số 08-ĐHTL: "Cung cấp và lắp đặt thiết bị cơ điện (M&E) và thông tin liên lạc",

Tiểu dự án Xây dựng Cơ sở mới trường Đại học Thủy lợi, Dự án "Tăng cường Quản lý thủy lợi và Cải tạo các hệ thống Thủy nông" (ADB5).

Gói thầu gồm 4 lô thầu (nhà thầu có thể tham gia 01 hoặc nhiều gói):

-      Lô 1: Cung cấp và lắp đặt thiết bị điều hòa và thiết bị thông gió;

-      Lô 2: Cung cấp và lắp đặt thiết bị thang máy;

-      Lô 3: Cung cấp và lắp đặt thiết bị tủ bảng điện, tủ báo cháy, bơm nước và thiết bị trạm xử lý nước thải;

       -    Lô 4: Cung cấp và lắp đặt thiết bị thông tin liên lạc.

Package No. 08/DHTL:      Supply and Installation of Electro-mechanical and Communication Equipments

 

 

The Government of the Socialist Republic of Vietnam (hereinafter referred to as “the Government”) has received an ODA Loan from Asian Development Bank (hereinafter called “ADB”) towards the cost of the Strengthening Water Management and Irrigation Systems Rehabilitation Project], and it intends to apply part of the proceeds of this loan to payments under the contract for Package No. 08/DHTL: Supply and Installation of Electro-mechanic and Communication Equipments.

The Central Project Office (CPO) under Ministry of Agriculture and Rural Development (MARD) invites sealed bids from eligible bidders for Supply and Installation of Electro-mechanic and Communication Equipments.

International competitive bidding (ICB) will be conducted in accordance with ADB’s “Single-Stage: One-Envelope” (SS1E/1S1E) bidding procedure and is open to all Bidders from eligible source countries.

Only eligible bidders with the following key qualifications should participate in this bidding consisting in four lots of which bidder may participate in one or more lots:

  1. Name of lots:
  • Lot 1:  Supply and Installation of Air conditioner and Ventilation Fan (AC & VF)
  • Lot 2:     Supply and Installation of Elevator
  • Lot 3:     Supply and Installation of Fire Protection Equipment, Electrical Panel, Water Supply Pump and Wastewater Treatment Station Equipment (FP, EP, WP & WT)
  • Lot 4:     Supply and Installation of Communication Equipment

Manufacturer's experience:

1.1

At least 10 (ten) years of experience in producing:

Similar AC and VF.

Similar elevator.

Similar equipment of FP, EP, WP, and WT.

Similar Switches, PBAX and Public audio (PA) equipment.

1.2

Manufacturer's authorization shall be attached in the bid for:

Bidder's experience in similar contract of size, nature and key activites:

2.1

The bidder shall have

successfully completed contract(s) as following:

  • 01 (one) contract valued at least US$ 400,000 (four hundred thousand) as main supplier for S&I(*) of similar AC and VF; and
  • 01 (one) contract for S&I of AC with each unit capacity of at least 9,000 (nine thousand) BTU/hr and quantity of at least 250 (two hundred and fifty) pieces; and
  • 01 (one) contract valued at least US$ 400,000 (four hundred thousand)  as main supplier for S&I of passenger elevator with quantity of at least 06 (six) pieces with each unit capacity of at least 800 (eight hundred) kg (12 persons) and at least 08 (eight) stop-open points.
  • 01 (one) contract valued at least US$  250,000 (two hundred and fifty thousand) as main supplier for S&I electrical panels, MCCB and MCB for electrical system of a multi-floor building; and
  • 01 (one) successfully completed contract valued at least US$  120,000 (one hundred and twenty thousand) as main supplier for S&I of waste water treatment station equiments (including submersible pumps) with station capacity of at least 1,000 m3/24 hr; and
  • 01 contract valued at least US$ 600,000 (six hundred thousand) as main supplier for S&I of similar communication equipments including Internet, LAN equipments and telephone IP PBAX system equipments of 12 C/O and 300 extensions for a multi-floor building; and

The bidder or a specific sub-contractor proposed in the bid by bidder shall have

  • 01 (one) contract for S&I of VF with airflow rate of at least 13,000 (thirteen thousand) m3/hr. 

 

  • 01 (one) contract for S&I of FP system including fire alarm control panel and pump for a building of at least 8 floors; and
  • 01 (one) contract for S&I of water pump with each unit capacity of at least 125 m3/hr and Total head of at least 80 m.
  • 01 (one) contract for S&I of school public and/or meeting room audio systems including amplifier, speaker and wireless micro transceiver.

In case of bidder being joint venture:

Financial requirement

3.1

  • The Bidding Documents may also be sent through courier for an additional free of at least USD 100 (payment made based on real delivery invoice). No liability will be accepted for loss or late delivery.

Bids must be delivered to the CPO’s address at or before 9.00 AM hours on 09 June 2015. All Bids must be accompanied by a Bid Security in an amount as specified in the Bidding Documents. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at 9.00 AM hours on 09 June 2015 at the CPO’s address below.

The CPO will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
